You're still missing the point. 2100 will not be a leap year because modern Russia uses the Gregorian calendar (where all years multiple of 100 except multiples of 400 are NOT leap years), while 1800 was a leap year because back then they were using the Julian calendar (where all years multiple of 100 ARE leap years, none excluded).
