The question and answers are misleading because low level networking stuff is mixed with high level stuff; "incoming packets" is at the low level NIC (network interface card) but the "server stub" (what is this? can you give an example?) could be considered a high level element which never receives "packets" it gets the complete payload, packets are negotiated by the NIC.
