Its a SQL query in ANSI syntax, so it will work in all DBMS that follows ANSI, no matter being Oracle or mysql. I have compiled with mysql version as:
select distinct city from station where substr(city, 1, 1) in ('a', 'e', 'i', 'o', 'u');
