There is way to many for-loops. There is a hint:
a = 1 b = 3 c = a | b # gives 3 as well, it's binary operation
How many topics is covered in C?
print bin(c).count('1') # equals two
Also there is 4 loops in this solution, it can be achieved with one or two.
