I understand the feeling, and I think there should be some sort of way to prevent people from looking at code before finishing, but I don't think you should be prevented from going to the discussion tab. I have had issues every now and then where I simply didn't understand what the problem was asking. I was able to write the required code, but I couldn't grasp what the requirements were. In these cases, I sometimes looked at the discussion tab to clarify. I almost did that for this problem, because I had never used annotations before and didn't know what it wanted from me. Fortunately, I found a helpful tutorial on annotations on another website that helped me solve it, but had I not found that I probably would have come here. Not for answers to the problem, just understanding of what was needed.
What I'm trying to say is that discussion should be allowed, even among people who have not yet solved the problem so that they may discuss possible issues and help each other understand. However, there should be some sort of system in place that prevents code from being posted in order to give answers to people who don't want to put any work in.
