REGEXP_LIKE is similar to the LIKE condition, except REGEXP_LIKE performs regular expression matching instead of the simple pattern matching performed by LIKE.
The UPPER keyword just to make sure no matter the first character of city is upper case or lower case, it always convert it to upper case, so we can only check for 5 charaters (AEIOU) instead of 10 characters (AEIOUaeiou).
