I disagree, almost every problem I've encountered here requires you to come up with an algorithm. The coding part is minor once you have algorithm correct. i.e. if you were provided the pseudo-code implementation in any major language would be trivial.
I certainly hope no interviewer would expect you to come up with one of these algorithms on the spot in a 45 minute interview (and then proceed to write code for it). I suspect some would though because once you know the algorithm it seems a lot simpler.
